I was in a park after hours and charged with drug paraphernalia for $371.00 and in park after hours for $221.00. I don't know much but this seems too high for only having a bong in my car in a park parking lot at 12 am

Crime, breaking society's laws have very HIGH costs to keep people from breaking laws.

That said, when you fail to pay the TRIBUTE demanded by the King or Queen, you'll probably wind up in one of the ROYAL JAILS or PRISONS because the KING and/or the QUEEN get their tribute, or they take it out of your hide.

It's normal.

Heavy fines convince people not to do it again.

Seems perfectly normal to me.
The fine itself is probably less but includes court/administrative fees.
