Filed Disability paperwork after 49 days

My daughter went on leave for her pregnancy from work. She registered for disability on-line but the registration was not completed or accepted. She did not realize this until she called to inquire about her benefits. Since the initial registration was not completed with in the 49 day limit she was told she would not receive benefits for the weeks off of work. What is her recourse?

And when she did not receive any benefits during those 49 days, what did she do?

She may be out of luck. CA law requires that she apply for benefits within 7 weeks of being unable to work, and it was her responsibility to ensure that her claim went through properly.
 
Why did she not apply for DI benefits when she first became disabled by her pregnancy? (when she first could no longer work & was without income)

It seems the initial registration was not completed in the amount of time allowed.
