K Visa fiance visa (k-1) and IMBRA waiver form?

the new marriage broker law (IMBRA) has a clause in it that states if a petitioner has filed 2 k-1 visa apps before he must obtain a waiver in order to file another. i have been married twice before to foreign ladies, cousins actually, one for 11 years and one for 8 years, but now find myself divorced and i want to marry another girl, also from the same family! none of them were met thru a marriage broker. will i be able to get the "waiver" approved? will them all being from the same family have any bearing on the approval? i understand that there is no restrictions regarding age difference, rite? i am quite a bit older than my new fiance. help, we're lonely.
