Under Michigan no-fault auto insurance, Can I sue in small claims court for damages to my truck by a farm tractor? The tractor was 20 foot wide (triple tires on each side) on a two lane road, taking off my drivers mirror. A police report was written, but no tickets issued.

That is why Michigan created no-fault.

You can sue, sure.

You won't win.

Your auto insurer is the entity where you initiate your claim.

Even if a citation had been issued, in Michigan, each person begins with their respective insurer to be made whole again; not in a court of law.
