Other Immigration Law False HIV positive discrimination.

Immigration question: family has been on a list to emigrate to US from Russia for 9 years. Finally they are called for a medical examination (one of the final steps in getting a visa). The kids and husband pass the exam; the wife is diagnosed with HIV virus. The test was conducted by the authorized lab through the US embassy. The wife takes the exam at another lab, not associated with the embassy, and passes. She has had 6 individual HIV exams within the last 2 years which were all not associated with the embassy and were all negative. The results taken at an independent lab are not accepted and she is not allowed to immigrate. The family is in distress and don't know what to do. Is it possible for the wife to take a visitors visa to the US, take the HIV test here and appeal the visa? This appears to be a discrimination case. What are some ways to deal with this?
