Failure to yield exiting a private drive; disagreement

I was exiting my school parking lot and the road I was turing onto was a two lane road but it also had a center (multi-directional) lane. Someone stopped to let me pull trough so I started to move foward at less than five mph to turn left and when I edged into the center lane, WHAMMM, some one traveling down it hit me at at least 20mph. He "said" he was going to turn at the light another fifty feet away but the center lane was still a center lane, in another 10 feet it turned into a turn lane. Why should I be citated and fined for "failure to yield exiting a private drive" when I was the one who got HIT!!! What should I do?
