F Visa F1 application and prior GC lottery application

I was wondering, do immigration officials check whether the applicant for F1 or other nonimmigrant visas applied for GC lottery, and make their decision on that nonimmigrant visa applciation regarding immigration intent? I mean do they have access to Gc lottery information and does that application hurt the chances to get nonimmigrant visa?
