My friend came to US with a F-1 visa. Decided to leave a year after but because his aunt who has cancer was having surgery he wanted to stay to help out so he filed to change his status to a visitors visa in March. He got denied but he paid the fee and re applied his case. He got denied again and this took about 2 months so his aunt ended up getting the surgery while he was waiting for the answer so he left USA in July. He wants to come back with an F1 visa again what are his chances of getting denied? He got his I20 from the same school he previously attended. He has good financial statements and has a house in Turkey which can be a proof of ties to his country. Will the visa officer deny him just because he tried to change his status? Please help.
