I obscanded from Oregon and came to utah got arrested here andwas held in Davis County Jail until Utah got ahold of Oregon state and confirmed that Oregon is to broke to pick me up so I was released out of utah jail and now have a wife and 1 year old daughter and second one on the way can I go to any other state with out being help in that states county jail to have Oregon confirme they can't get me is there any way make other states process it fast so I can move I absconded from my parole and did not commit a New crime so is it ok and safe if I were to move from Utah to trxas without getting arrested in that state?

It depends on the various states' policies/rules, etc.

As long you are wanted in Oregon you should expect to be arrested and held in jail from time to time. Just because a county in Oregon declined to pick you up once doesn't mean they will continue to do so.
Return to Oregon and take care of business and you won't have to worry about it anymore.
