Quick questions:

If you get a case dismissed for shoplifting, do you immediately work on getting the dismissed case expunged? I know some of you might say there is no case to dismiss, but I hear sometimes a "dismissed case" can still show on your record. Also, do anyone know how long afterwards you can start filing for the return of you fingerprints, and destroying of your arrest card. I head this is possible, and want to do it ASAP.

The charge was dismissed. The arrest record usually remains.
Unless you're pardoned, the stain (in some form or fashion) remains.

You should discuss this with 3 or 4 lawyers in your county.

Your goal is completely understand what expungement does and doesn't do.

It doesn't do much. Good luck.
