Need to know what procedure I need to do to go about getting a pardon or exspongment on a breaking and entering charge that was 20 years ago.

There are many answers to this question here. If it is a felony you might have a problem.

we would at least have to know what state that charge was brought in and what exactly was the charge and the adjudication?

expungment is your civil right

sir a few questions? Have you had trouble prior to your offense? have you been in trouble after your conviction? what state do you live in?

If you can answere no to all, then by law you are afforded to get this expunged off your record. Juvenile offenses as well. Certain crimes may not be cleared such as SEXUAL OFFENSES, VEHICULAR MANSLAUGHTER, MURDER. etc...
