I understand that Missouri is an at-will state. But I and some others are curious about something. We work for a county owned nursing facility which is governed by an elected board and it's operation and maintenance is largely supported by tax dollars. Can the management discipline staff or withhold raises if they (the staff) as taxpayers and voters disagree with and voice their opinions and facts on how the new administration is mismanaging the facility and the taxpayers monies? And assuming that the staff members are long-term and otherwise excellent employees in all areas. Just curious. Thanks!
 
Possibly. More information about the specific circumstances would be needed before you could get a definite yes or no answer, and I'm not sure you can get a definite yes or no answer at all on a message board. You might need to have a local attorney look at it.
