Elderly couple trying to break lease

For over 7 years my parents have lived in the same apartment in Port Richey, Florida. Their health is visibly declining and they can barely get around. My father is 81 and my mother is 74 years old. My brother has found a small house, out of state, very near him, so my parents can be there so he can help take care of them. The management office is telling my parents that they cannot break the lease. My question is: Can an elderly couple who have major health issues, get out of an apartment lease before the lease is up, so they can move near a family member that wants to help take care of them without being penalized?
 
Short answer is NO - this is not the reason to break the lease.

Your parents can ALWAYS move; however, there needs to be a discussion about subletting or re-renting the apt with payment of any fees necessary to mgmt.
