Easement, shared driveway question

My neighbor and I have a shared driveway agreement which states that a vehicle cannot be parked in driveway or driveway otherwise blocked that would prohibit access to the public road. We have a 14ft boat on a trailer parked next to our house on our property, it is not blocking access to her garage (a vehicle can still drive up driveway to the garage) so my question is does a boat on a trailer fall into the legal definition of a vehicle for these situations? She is giving us trouble about the boat stating "rules are rules" even though a few times a weeks she has people park in the drive way (blocking access to our garage) for hours at a time.
 
The boat would qualify if it is in the driveway. Since rules are rules, post a sign and then call a tow truck the next time you cannot get in.
