Driving to Endanger

My son was accused of driving to endanger. After a witness has spotted him and 2 other vehicles, they called the police. They were only able to indentify one of the vehicles. Not my sons. When they contacted that person he denied it and gave them the 2 other names. They called my son up to return to the area and gave him a ticket after admitting to it. My queston is, does the detective who gave him the ticket have the right to speak with him without his parents knowing? He is 16. Shouldnt they have called us to show up with him?
