Do the governments(executive body) control the legislative process?

Please tell me whether the governments(executive body) of Australia control the legislative process? If yes, is it because the executive body in is supreme over the legislative body in Australia? Thank You.

hey..i'm currently doing a research on should australia have a bill of rights in the constitution? .can anyone give me some opinions about why should australia have a bill of rights in the constitution? i will really appreciate it...thanks =)
 
It seems common sense to have a bill of rights if you think about it. First you have to understand what a bill of rights is -- it is the right to have certain freedoms. Shouldn't a country's constitution give all of us the right to be treated equally regardless of race, religion or gender? That should answer your question as to reason! The rest should be easily available online regarding the structure of Australia's governmental makeup.
