I just bought a townhouse in Staten Island, NY and I have been trying to get a copy of the By-Laws. The Homeowners' Association keeps telling me that they can sell me a copy for $150. I don't see why I have to pay for these rules and regulations. It's not like they provided me with a copy and I lost it. How am I supposed to know what is allowed or not allowed? Should I violate any of the rules, can I be held responsible?
