Is it legal in the state of Washington for a private citizen to disassemble a motor vehicle (in which he is legal owner and has the title) and sell the used parts on eBay or Craigs List without a "Auto Wreckers " licence and perform all the rules , paperwork, and regulations (such as record where each part has been sold to, periodic State Patrol inspections, )
RCW 46.80 makes it sound as if any and all sellers of used auto parts, swap meets, back yard mechanics, hobbyist and restorer MUST have a licence to do so and keep records to an extent that would be foolish to maintain for maybe one car per year
I have contacted the Washington State Attorney Generals Office and Washington Department of Licences and have yet gotten a clear cut answer on this - It is like they answer a "different" question than is asked
If this is so -- There are (auto parts) swap meets in Washington held on a yearly level in which sherrifs actually direct traffic held at a local fairgrounds so the general public can buy, sell, and swap used auto parts
So if a private party "parts out" one car a year - is he "in bussiness" ?
