H Visa Denied unemployment on work visa

My boyfriend is here on a work visa from Canada. He has been in the states for 7 years working in the refinery business which is pretty specialized and always needs employees. He was working at his last job for 18months, when this company closed shop. He has paid into all taxes and was denied unemployment because they say he has no documents to show an employer that "you are authorized to work." Does he have a chance with an appeal?
 
yes it is a TN visa
Since you were here on a TN Visa you must be in Canada to apply for UI (if you are a Canadian whose temporary work permit in the US is no longer valid)is that you are supposed to be looking for work.

If you are in the US, you cannot legally be loking for work, as you are not able to legally work in the US, even if you could easily get another visa.
