Definition of Insurance

Hello I need to know what the definition of Insurance is by legal standards. I have a business and want to sell a product by membership and it is not insurance but I am being told I should get the definition so I can make sure wording is correct. I was told by the government agency that I must cease and desist because it sounded like Insurance. It was not like insurance. It is on the same premise as Lifelock or AAA.
