Credit card Convenience fees

I'm told that it is against the law in the state of Texas to charge someone a Convenience fee if they use there credit card to purchase or pay for service's. If this is true who do I report it to?

Currently my Electric company charges $2.50 to pay by credit or debit card.

I don't know if such a law exists, but if then the appropriate authority would be your state's consumer protection agency or attorney general's office. They also would know if such a law exists
