credit card collection/garnishment of ages Tn

The debtor has outstanding debt due to credit card providers. The debtor was paying through a non-profit credit consolidation organization but could no longer afford the monthly payment. Credit providers would not accept payment below a minimum set by them after credit counseling was terminated.

Now employed in Tennessee, debtor continues to receive telephone calls demanding payment. The employer does not pay enough to satisfy these debnts after rent, utilities and food are payed for. Therefore debtor is unable to make payment to credit card concerns although debtor has every intention of paying when able.

Crux of matter- can credit card concerns garnish wages in the State of Tennessee? What is the process these companies would follow. Debtor has been advised to have no contact with collection representatives until an answer is forthcoming.
