Maybe. What did the CPS worker say when you asked him/her/it your question?
 
Will cps give urine test at home visits? And will they watch you pee?

You can refuse to do anything CPS demands.
If you do, they'll be forced to seek a court order, or to try and take you to court.
If you're doing things you shouldn't be doing, better stop and get it together.

If they do get a court hearing, before anything is decided, you can request a court appointed attorney.
You see, you're entitled (as are we all) to due process.
The attorney will defend your position vigorously.

You can submit to CPS now.
Or, you can simply say to CPS, go away, until you have a court order.
You have rights that you aren't required to ignore or allow CPS to trample over.

You are innocent and as pure as the lily, white snow; unless and until you are proven to be guilty.
Due process must issue, unless you cave.

Without some authority granted them by a court no they cannot. However they could react in other ways like taking child/ren if they can show leaving them without this test poses risk. Clearly you have been using a controlled substance otherwise the test would not be an issue. As stated earlier stop what your doing otherwise face the consequences.
