Arrest, Search, Seizure, Warrant court issuing fta warrant and person in that county jail

joe was extradicted to mo in jan-his bail was raised from 10,000 to 500,000. was told in feb that feds was charging him-has heard nothing more. in april lawrence county court issued and served fta warrant-he is in that county jail?? is this legal kidnapping? it was 4 months before he was listed and shown on jail roster. feds still have not brought up charges. is this legal to hold someone in jail this long and not know anything
