Contractors without a License

I recently spent a significant amount of money paying a contractor to perform construction work on my house. The contracting work was not completed to my satisfaction and significants amounts of damage was incurred to my personal property. As a result, I decided to withhold the final payment to the contractor.

I later discovered that the contractor misrepresented himself and was not licesnsed. As per our contract, we are expected to resolve all of our issues through an arbitrator. Am I correct in my understanding that any contract or money I may have owed him is no void because he is not a licensed professional?

In short, do I need to pay the contractor if he is unlicensed?

As per the contract, do I still need to follow the procedure of seeing an arbitrator if he misrepresented himself from the very beginning?
