Consumer Law, Warranties Contract mistake

My condo association is renovating our building. When the new carpeting was delivered it was found to be the wrong carpet. The designer gave the wrong part number to our property manager who in turn put it in the contract to the carpet installers.
The property manager had a sample but did not cross check the numbers.
Who is at fault? Certainly not the condo owners.
Any thoughts?

What are your damages? What do the designer and manager say? Is there a written contract with the designer and is the designer insured?
