Conciled Weapons Permit denied over old Dismissed Case

26 years ago (1982) in the state of Colorado i accepted a deffered sentence on a felony drug charge and two years later (1984) the state dismissed my case. Last month (9/08) in the state of Washington i tried to apply for a Conciled Weapons Permit, i was denied because of the charge out of Colorado. Washington is saying that a deffered is the same as pleading guilty so my right to bear a firearm was taken away. And the state of Colorado say the never took any rights away because the case was dismissed. The state of Washington wants a "Restoration of my Right to Bear Arms" filed and the state of Colorado only has a form called a "Petition for PostConviction Relief" which they are telling me they will not fill out for me as i was never convicted, my case was dismissed. I dont even know where to start to straighted this out. Do you?
