Commercial Landlord won't pay utilities as agreed to

We entered into a commercial lease last month. Now my electricity has been cut off. Here's how our lease reads:
7.Utilities and Telephone service. LESSOR SHALL PROVIDE ALL UTILITIES EXCEPT TELEPHONE SERVICE. All applications for services on the demised premises shall be made in the name of the Lessee only, and Lessee shall be solely liable for charges as they become due.
Was I mistaken in believing that the landlord would provide all utilities except phone service? They gave some explanation about how the utilities were made available at the property, but it was up to us to have them connected. (Electricity and water were both on when we moved in and stayed on for the whole first month; water is still on so far). To have these things put in our name will cost us hundreds of dollars that we hadn't anticipated. So, how does this read to you? Thanks for your input.
