College Dorm Legal Advice Needed

So my friend is currently attending a college in California and living in a dorm with one other roommate. She does not like her roommate very much, so she is usually in my room throughout the day. A couple months ago, her roommate caused a fire in the kitchen while cooking something in the oven. A lot of the kitchen was burned and now the school is also charging my friend for the fire. It's over $500. My friend tried to dispute this charge but her roommate blamed the fire on her. My roommates and I know our friend didn't start the fire because she was in our room at that time. I'm just wondering if there is anything that can be done about this.

Edit: My roommates and I have already written and shown documents stating that our friend was in our room when the fire happened. We had a student conduct hearing where my friend was told she needs to file a grievance.
