Collecting fines from a debt collector....

This is purely a curiosity question. If I had a debt collector that violated the Fair Debt Collections Act, I know that you can sue them, and the judge can make them pay up to $1,000 per violation without out you having to prove damages. Only that they did violate the act. My question is, how hard would something like that be to litigate? Would it truly be worth your while to pursue something like that?

And as a side note, it says that one of the violations is calling repeatedly with intent to annoy, etc, etc. That seems a broad gray area. What would reasonably be considered repeatedly? If you called me 3 times today that is repeatedly, but not so bad as say 7 calls in a day. Or 3 calls a day verses 3 in one hour.
