I understand the implications. In Federal Court they usually require all mobile phones be checked in. However this is not a requirement in every federal building.
Did you confront the worker to ask the purpose of the photo taking so that you can even be sure that the worker was taking a photo of you and not, e.g. the plant on her desk that she received as a gift? Have you complained to anyone? You may want to make sure you have done what you can before you involve anyone else.
