So here's the hypothetical scenario: Couple in a relationship, girl is 17 years old. Girl sends a picture of her breasts to her boyfriend. Is the boyfriend now criminally liable for "receipt of child pornography" with a mandatory minimum sentence of 5 years in prison?

Yes, the person receiving (any many cases the person transmitting) certain images can be CHARGED with a crime.

Many states now have similar crimes on the books, too.
 
So two follow up questions: Would the guy in the scenario be forced to receive 5 years in prison for this girl sending him said image because it is a federally mandatory minimum sentence? Also, what if she had sent the picture to a random stranger instead. Would they then also be able to be charged for receiving it even though they didn't know her?
 
What a prosecutor decides to do s entirely up to that prosecutor.

If someone received unsolicited porn of a chid, the best course of action is to IMMEDIATELY report the matter to law enforcement.

A person's actions often dictate the outcome of most criminal matters.

Bottom line, it's all about common sense.
