The sheriff's office staff attended the last known address of defendant but his partner says he does not live there at that address and the property is NOT registered under the defendant
3-
The defendant has a registered ltd company at that address
4-
Partner of defendant showed the debt collectors her council tax bill which has her name only and not the defendant

The defendant is indeed living at that address but keeping a low profile to avoid the debt collectors

What are the options to recover money?

In the US one might hire a private investigator who is also a process server. They get rather creative.
