Cash fo Clunkers

I own(ed) a 1998 Honda CRV. It was involved in an accident and totaled. We were considering trading the vehicle in under the cash for clunkers program, but that option is now gone. Do I have a claim for that loss value or just the wholesale value of an 11 year old car?
