What is the customers legal right when putting a down payment on a car but ask for a refund because he changed his mind?

Depends mostly on what you signed and whether you actually took delivery of a vehicle. It is not like buying something at Walmart. If you signed a purchase agreement and drove off with the vehicle, then it is yours.
