Car Accident with Police, not my fault

I got involved in a auto accident with a police officer. It was not my fault. I got the police report and it says the peace officer failed to yield. He claims he was looking for a suspect. At the time of the accident my niece, one year old, was with me. We had no injuries, just some bruises.The thing is my insurance company said my car was a total loss and I do not know what to do. I called the city secretary and they could not help. The officer who made the police report said he was going to try to find information on how to help me and now I have to fill this paper to file a claim. I need a car, and I need it fast. My brother's car broke down, my mom's car got wrecked so I have no transportation. I am a full time student in college and I also get paid by babysitting my niece and taking my sister to work. People are telling me to sue but I do not know if that is the right choice. I mean it is the city. Please help!
