A car dealership is in the process of trying to collect a 10,000 debt, that I acquired from the mileage on a lease vehicle. I am in the process of trying to file a chapter 13, but that will not happen until September, and I want to know if the dealership can take the student loan I will receive in august.

Hmm...

If that wasn't clear... NO, the dealer can not ismply take your loan by intercepting it before you get it.
However, if you put the money somewhere where the dealer may be able to access it, such as in a bank account, then yes, they may be able to swipe it!
That said- they would need to get a judgment against you before they could take money from your account. If you have already been to court, or have court pending, then do your best to fight off a judgment.

Cash is almost impossible to seize or discover.

Your cash in the safekeeping of a trusted relative is untouchable.
