Can social services take life insurance money?

My Grandmother has passed away. My Father and Aunt are listed as the sole beneciaries on her life insurance policy. My Grandmother was in an Assisted Living Home and has receiving Medical Assistance. My Aunt just received a letter from social services stating that social services is requiring all assets including her life insurance policy be turned over to them. Can they do that? Thank you in advance.
 
We don't know the name of the state here. However, generally the state/social services.... can only go after probate assets. Life insurance is a private contract between the owner and the insurance company & upon death the insurance is paid directly to the named beneficiaries without any need to go through the courts. It passes outside of the probate estate.
