Can a landlord disconnect water service for unpaid rent?

If the water service is paid by the property owner of a rental property, can he disconnect the service because the tenant withheld the rent due to repairs not made by the owner?

No notice to pay or quit served, No eviction started.

The owner shut off water service in an attempt to influence tenant to move out, is that legal?

What can the tenant do about it? Who would they contact first?
