When a lawyer has power of attorney does he have a responsibility to get property returned if the case was dismissed. Also does he have the right to enter you into a plea without your consent?

Depends on the agreement between the attorney and the client.

Generally, however, a power of attorney allows one person to act for another but doesn't create any obligations.

As for entering a plea, again, that depends on the agreement between the attorney and the client and you have provided NOTHING about what's happening.
