Corporate Law Board Member Removal/Board Refuses Staff Request

Here again on a fact finding mission for myself and other employees. Can an elected member of a County Nursing Home board be removed, and if so what would be the procedure for doing so? Also, can this same elected board refuse to meet with staff who have requested a meeting with them to discuss concerns regarding the facility? Thanks again, and any help/guidance is greatly appreciated. :)
