Blackmailing me for my unemployment

My boss is my landlord. He fired me and told me as long as I moved my family out within 2 weeks he wouldn't fight my unemployment. He had been taking our rent and utilities out of my paycheck every week. We never had any agreement to do this, and it's not in our lease. He done this for 25 weeks and we pay $950 plus utilities per month. What can I do? I need my unemployment to find a new place for my family.
