Several weeks ago I was riding my bicycle when the neighbor's dog - which was running free - came out to chase me and we collided. I ended up with a severly broken collarbone which required surgery. Our local sherriff would not make a report on the accident, saying it did not involve a motor vehicle. I have health insurance, but it does not cover all the expenses, some of which could be substantial due to the extensiveness of the surgery and hospital/doctor visits. We don't have the bills yet.
