Basement non-toxic Mold Remediation

Hello,

I am considering taking over a house that friends are currently renting when their lease is up. The only sticking point is that they have a HUGE mold problem in the basement. It is of the green, which I assume to be non-toxic, variety.

I am not certain whether it is caused by a leak of some sort or what. However, they are using a de-humidifier 24/7 and there is still mold all over the ceiling beams in the basement. Is the landlord legally obligated in Pennsylvania to have this problem fixed? can I demand that it be fixed before I sign a lease?
