Bank Lost Car Title

I tried to trade my wife's car in to a dealer for a different car. After the dealership and I came to a price agreement, it was discovered that the vehicle I was trying to trade in had an issue with the title. To make a long story a little shorter, my bank has admittedly lost the title to my wife's car. They also notarized incorrect documents and attached my wife's SS# to another person's acount, causing withdraws out of our savings account to cover bounced checks drawn on the other person's account. My question is this: Is my bank legally required to help out in any way with the purchase of this other vehicle. The problem is a duplicate title will take 4-6 weeks, and obviously the dealership cannot wait that long to complete the deal. Any advice would be much appreciated.
