I had money taken from my car payment account taken-out by the bank to cover payment on a visa card account that i am now past due on..(this was a credit union) now my car payment is late and the bank said they have the right to use any money in any account to paid who they want.
As the credit card is theirs they paid the credit card,( it is past due also).
Is this legal, this was a direct deposit( walk-in) into my car account and they just went in and diverted the funds.

Google the term "right of setoff." It is completely legal and you agreed to it when you opened your account. If you question that fact, ask the banking center for a copy of your depository agreement.
