Bad debt written off but still collectible?

10 years ago my father had an outstanding cable bill for roughly $150 according to the current cable company. The cable company has changed hands 3 times in that time in this 10 year period. The bad debt would have been written off years ago, but when we call to get him cable again, the cable company still wants this money. They can or will not produce a detail billing of what makes up this amount due. We have asked several times over the past couple of years but get no return calls or the bill detail. Is my father liable for a debt that the company will not provide details for? What is the statue of limitations on bad debt in the first place, seven years?
