auto accident caused by police officer

I was travelling on an open highway when a police car executed a right turn from the left turn lane of a private drive. As a result, I struck the car in front of me. The vehicle I was driving was a loaner (from an individual). When I could not produce an insurance card, the investigating officer cited me for that. The other driver was cited for the same offense. This was the only citation that I received. Am I at fault? I visited the JP office and showed proof-of-insurance for the vehicles I own and the ticket was dropped.My insurance company refused payment and now the other driver's insurance company has referred the claim to a collection agency.

It's been a long time since I was involved in an accident, Used to be that the rule was "No-Ticket-No Pay".
I intend to comply with the law, I just need to know where I stand
