Application/Interpretation of Rules in Rulebook

Does the way the headings, numbering or sections and subsections affect the reading, application and interpretation of each rule listed? In other words does it matter how it is numbered, sub-numbered, direct which section is applicable or applies to which rule?
Example:
Section V - Protests etc.

1.1 Violations -
..... etc.
1.6 Show Protests - All protests shall be handled according to the following rules (there are different types of show protests)
A. Must be in writing to Show Mng......
B...

1.7 Height Protests (is a type of protest that typically happens at a show)
A. If height is protested, the protest must be in writing, accompanied by a $100 deposit.
1...
2...
3..


Would Sec. 1.6 be applicable to Sec. 1.7 or would 1.7 be considered a separate entity due to the way it is numbered?
