can i appeal a conviction of obstruct govt admin 642.1 This happen in 1989 this was a misdmnr My plea was nolo con. finding was guilty paid fine $150.00 I am looking to have my record annuled thank you

More than likely not, but you could speak with an attorney in your state to discuss this.

The time to have appealed this conviction has tolled.

After all, it has been 31 years.

You could seek a pardon from your governor.

This might be an easier avenue to remove the conviction than appellate relief.

My suspicion has to do with a principal of the law called res judicata.

Essentially, the law likes to let settled things lie.
